It is currently available in Spanish and English languages but requires an invite.

However, let us warn you on this. Yahoo now has a pretty strong history of launching new services just to shut down after a couple of months. Yahoo Meme is unexpected to be a big success for the company as it just replicates existing successful services and products. If you end up using it, be prepared for the day it is simply shut for not being profitable enough for the company.
