The service is powered by Google Apps and your domain needs to be connected to this platform.

It is free and gets connected to your domain’s Google Apps account.

The service operates from a subdomain on the primary domain.

Google says on the description page about this product:

Google Short Links is a self-service mechanism that lets your Google Apps users shorten any web URL to something descriptive and memorable.
